Govt gets another week to issue gazette

The Supreme Court (SC) gave on Sunday the government another week to publish the gazette notification on the rules determining discipline and conduct of lower court judges, report agencies. A six-member Appellate Division bench, headed by Chief Justice SK Sinha, passed the order following a petition filed by attorney general Mahbubey Alam. On July 2, the apex court gave two weeks to the government for publishing the gazette notification mentioning it as the last chance. On May 29, the SC gave two more weeks to issue the gazette after providing another two week's time on May 15.....

DB arrest one over ASP Mizan murder case

Detectives arrested a man from Tongi in Gazipur city on Saturday night in connection with the ASP Mizanur Rahman murder case, report agencies. Masudur Rahman, deputy commissioner (Media) of Dhaka Metropolitan Police (DMP), said the members of Detective Branch (DB) of Police arrested Shah Alam from Tongi at night. ASP Mizanur Rahman of Dhaka Highway Police was found dead at Mirpur Beribandh (Embankment) in the city's Rupnagar area on June 21. Shah Alam and three others dragged ASP Mizanur inside a car for mugging but later they found out his identity and strangled him and dumped his body on the spot, according to the police. Mizanur, who joined the Bangladesh Police as a sub-inspector in 1988, set out from his Uttara residence after Fajr prayers for his workplace at Savar, police said.....

ACC to sue two SBMCH officials for corruption

The Anti Corruption Commission (ACC) decided on Sunday to file a case against two officials of Barisal Sher-e-Bangla Medical College and Hospital (SBMCH) for their alleged corruption and irregularities in recruiting class three and class four employees. The case will be filed against SBMCH former director and recruitment committee president Professor Dr Md Nizam Uddin Faruk and administrative officer of the hospital Abdul Jalil Miah, said ACC Deputy Director (Public Relations) Pranab Kumar Bhattacharjee. He said after primary investigation, ACC found that SBMCH issued appointment letters to 20 people under a category in February 9, 2015. But on the same day, the alleged persons excluded two eligible candidates and included two others in the list who weren't selected for the job. The anti-graft authority found signatures of Dr Md Nizam Uddin Faruk in the original order as well as in the fabricated one- both were typed by Abdul Jalil Miah, Mr Bhattacharjee added. The allegation was primarily investigated by ACC Integrated District Officer (IDO) in Barisal Deputy Director Md Motiur Rahman. In September 22, 2014, SBMCH issued a notification in several local and national dailies about recruitment of 172 office assistants in class three and class four ranks under 15 categories.     ahb_mcj2009@yahoo.com....

Govt to halve excise duty on hajj pilgrims\' air tickets

The National Board of Revenue (NBR) has decided to halve the excise duty for hajj passengers to ease their financial burden in purchasing air ticket. With the excise duty reduction, air fare for each of the Saudi Arabia-bound pilgrims will be Tk 1,000. Currently, each hajj passenger has to pay Tk 2,000 as excise duty with air ticket. NBR's Value Added Tax (VAT) Wing is set to issue an order shortly on reducing the excise duty. Only hajj passengers will be eligible to enjoy the reduced rate of excise duty, while other airline passengers will continue to pay the regular amount. Officials said every year a large number of devotee Muslim Bangladeshis go to Saudi Arabia for performing hajj. The government does not want to collect higher revenue from the sector. Considering proposals of Hajj Agencies Association of Bangladesh (HAAB), the government took the decision. It would cause Tk 160 million loss in estimated collection of internal revenue in the current fiscal year (FY), 2017-18. The government has increased the excise duty on air tickets in the budget for the current FY. Apart from the South Asian Association for Regional Cooperation (SAARC) countries, excise duty on air tickets of other Asian countries has been increased two-fold to Tk 2,000. Excise duty for Europe, USA and other countries has been revised upward to Tk 3,000 from Tk 1,500. Excise duty for the SAARC countries and domestic flights has been kept unchanged at Tk 500. However, while talking to the FE, many hajj passengers said they would not be able to enjoy the benefit of the reduced duty due to delay in decision making of the government. Already most of the devotees, who would go under private management, have paid their total cost in a package to the hajj agents, they said. The agents may get benefit of the duty reduction, and it is difficult to get back the paid amount from them, they added. The hajj flights will start today (Monday) and are scheduled to end on August 26. Call to give tax incentives to plastic card users

The volume of plastic money transactions has not yet reached satisfactory level despite a rise over the years, speakers said at a programme on Sunday. They also suggested providing tax incentives for plastic card users to help boost digital payments and ensure a cashless economy in the country. According to them, along with other initiatives, tax incentives by the government can attract a good number of people to transact through digital means. They made the observations at an award-giving ceremony titled 'Mastercard Announces Winners for 'Experience Paris with Mastercard Campaign' held at a city hotel. Mastercard gave award to 30 Mastercard-Branded Credit, Debit or Prepaid Cardholders on the basis of points for retail or online transactions of Tk 1,000 or above during the campaign period between May 15 and June 30. AKM Fazlul Haque got the grand prize of an all-expenses paid couple trip to Paris. Executive Director of the Bangladesh Bank Subhankar Saha attended the programme as the chief guest. The programme was also attended, among others, by country manager of Mastercard Bangladesh Syed Mohammad Kamal, managing director of Prime Bank Limited Ahmed Kamal Khan Chowdhury and deputy managing directors of different banks. Speaking on the occasion, Mr Subhankar Saha said Bangladesh Bank has long been trying to ensure less use of cash. He said there are a good number of cardholders in the country. Now there are 9.0 million debit cardholders and 1 million credit cardholders here. "We see that though online transaction is increasing in the country, its rate is not satisfactory," he said. He said in India, electronic payments have increased around fivefold after demonetisation of its large notes. "It can be thought here to increase digital payments," he added. Mr Kamal Khan said the government should give incentives on electronic payments to increase its rate in the country. "The Indian government provides incentives on electronic payments and we hope our government will also take such initiative today or tomorrow," he added.
