Youth stabbed dead in Mirpur

A young man was stabbed to death by miscreants at E-Block of Mirpur Section-12 in the city on Wednesday night. The victim was identified as Saiful Islam, 20, son of Shamsur Rahman, hailing from Mymensingh district, reports UNB. Victim's father Shamsur Rahman said two unidentified youths stabbed Saiful repeatedly in the area at 8:30pm on Wednesday, leaving him in a moribund condition. Saiful was taken to Dhaka Medical College Hospital (DMCH) where doctors declared him dead at 10:00pm, said Bachchu Miah, a sub-inspector in-charge of DMCH police camp.....

$20 million in existing funds for Trump’s wall

President Donald Trump’s promise to use existing funds to begin immediate construction of a wall on the US-Mexico border has hit a financial roadblock, according to a document seen by Reuters. The rapid start of construction, promised throughout Trump's campaign and in an executive order issued in January on border security, was to be financed, according to the White House, with "existing funds and resources" of the Department of Homeland Security. But so far, the DHS has identified only $20 million that can be re-directed to the multi-billion-dollar project, according to a document prepared by the agency and distributed to congressional budget staff last week. The document said the funds would be enough to cover a handful of contracts for wall prototypes, but not enough to begin construction of an actual barrier. This means that for the wall to move forward, the White House will need to convince Congress to appropriate funds. An internal report, previously reported by Reuters, estimated that fully walling off or fencing the entire southern border would cost $21.6 billion - $9.3 million per mile of fence and $17.8 million per mile of wall. DHS officials did not respond to a request for comment on this story. Trump has said he will ask Congress to pay for what existing funds cannot cover and that Mexico will be pressured to pay back US taxpayers at a later date. Republican House Speaker Paul Ryan has said he will include funding for a border wall in the budget for next fiscal year. He has estimated the cost to be between $12 billion and $15 billion. Many Republican lawmakers have said they would vote against a plan that does not offset the cost of the wall with spending cuts. In the document it submitted to Congress, the DHS said it would reallocate $5 million from a fence project in Naco, Arizona, that came in under budget and $15 million from a project to install cameras on top of trucks at the border. The surveillance project was awarded to Virginia-based Tactical Micro, but was held up due to protests from other contractors, according to the DHS document. Tactical Micro could not be reached for comment. The DHS only searched for extra funds within its $376 million budget for border security fencing, infrastructure and technology, so it would not have to ask for congressional approval to repurpose funding, according to the document. Contractors cannot begin bidding to develop prototypes until March 6 but more than 265 businesses already have listed themselves as "interested parties" on a government web site. Those interested range from small businesses to large government contractors such as Raytheon (RTN.N).  ....

Snapchat firm valued at $24b

Snap, owner of messaging app Snapchat, has priced its shares at $17 ahead of Thursday's listing on the US stock market, reports BBC. The flotation values the business at $24 billion, although Snap has never made a profit. It will turn the company's founders Evan Spiegel and Bobby Murphy into multi-billionaires. Snapchat, which is especially popular with teenagers, allows users to send images and messages which then vanish. The shares, which were more than ten times oversubscribed, will list on the New York Stock Exchange. Investors at the flotation will not have voting rights.....

86 schools run without headmaster

Eighty-six government primary schools in Kalmakanda upazila of Netrakona district have no headmasters, hampering academic activities of the schools. Sources at the Upazila Primary Education said there are 159 government primary schools in the upazila and 86 of them have no headmasters. During a recent visit to some of the schools, reporters found that assistant teachers were discharging the duties of headmasters. Contacted, primary education officer Mozammel Haq said right now there is no process to recruit headmasters to the schools, according to UNB report.....

Islamic State targets China in new video

 Vowing to plant their flag in China and that blood will "flow in rivers", a new video released this week purportedly by the Islamic State group shows ethnic Uighur fighters training in Iraq, underscoring what Beijing sees as a serious threat. China is worried that Uighurs, a mostly Muslim people from western China's Xinjiang region, have gone to Syria and Iraq to fight for militant groups there, having travelled illegally via Southeast Asia and Turkey. Islamic State claimed responsibility for the killing of a Chinese hostage in 2015, demonstrating China's concern about Uighurs it says are fighting in the Middle East. Hundreds of people have been killed in Xinjiang in the past few years, most in unrest between Uighurs and the ethnic majority Han Chinese. The government blames the unrest on Islamist militants. The Iraqi arm of Islamic State has released a half-hour long video purportedly showing Uighurs training, as well as some images from inside Xinjiang, including Chinese police on the streets. One shot that shows Chinese President Xi Jinping gives way to flames in front of a Chinese flag. "Hey, brothers! Today, we are fighting with infidels across the world! I'm telling you this: 'Come and live here! Stay strong!'," one of the fighters says, according to Uighur speakers who analysed the video for Reuters but who asked not to be identified. "We will certainly plant our flag over America, China, Russia, and all the infidels of the world," it says. In another scene, a chant in Uighur says: "Our land of sharia has been constructed with spilt blood." It then shows pictures of martyrs indicated as "al-Turkista?ni?", or men from Turkestan, the name many Uighurs use for Xinjiang. One of the men speaking has an accent from Yarkand, close to the old Silk Road city of Kashgar in Xinjiang's southern Uighur heartland, one of the people who reviewed the video said. Another fighter refers to the "evil Chinese Communist infidel lackeys". "In retaliation for the tears that flow from the eyes of the oppressed, we will make your blood flow in rivers, by the will of God!" he says. The video was released this week by the US-based SITE Intelligence Group, which monitors militant groups online. Reuters was not able to independently verify the authenticity of the video. Chinese Foreign Ministry spokesperson Geng Shuang said on Wednesday he was not aware of the video and had not seen it. "But one point is very clear. We oppose any form of terrorism and proactively participate in international cooperation to crack down on terrorism," Geng told a daily news briefing. "We have long said that East Turkestan forces are a serious threat to China's security and we are willing to work with the international community to jointly crack down on East Turkestan separatist and terrorist forces," he said. The government says foreign militants have stirred up tensions in Xinjiang, where it says it faces a determined campaign by separatists who want to establish an independent state called East Turkestan. However, many rights groups and exiles doubt the existence of a coherent militant group in Xinjiang and say Uighur anger at repressive Chinese policies is more to blame for the unrest. China denies any repression in Xinjiang.  ....
